If your SMS provider offers Viber option, the logic is as follows:
If only SMS text is specified, only SMS is sent.
If only Viber text is specified, only Viber is sent.
If both SMS and Viber text are specified, then attempt is made to deliver message via Viber, if it fails within 3 hours, the message is sent as SMS.
The following categories of recipients do not receive Viber messages:
Recipients, who don't have Viber installed;
Recipients, who turned off Viber on the day of the mailing;
Recipients, who pressed "unsubscribe from this brand's mailings" in their Viber (standard Viber functionality for branded mailings).
